MEASUREMENTS OF THE CURRENT EXPANSION RATE OF OUR UNIVERSE HAS A DISCREPANCY

WHY? (as I uinderstand it): See the section on my website for Growth. Although the explanation of expansion is that this is what it 'appears' to be doing but, these movements are relatively true, the 'outward' movement is not logical with the recent observed discoveries.The only logical conclusion is that the universe cannot be EXpanding but 'INspanding', within a singularity. Space and matter is constantly being created by the action of quantum fluctuations, not at the most distant parts of the universe but around we are in our space-time bubble at 'PRESENT' in the diagram below. So the measurements show a lack of understanding.
